Foreign key created with NO_CONSTRAINT in @SecondaryTable

Good evening everyone!

I have 2 entity:

@Entity
@Table(name = "order")
public class Order {
...
// There are no any links to OrderPlacementProcessStatus
}
@Entity
@Table(name = "order_placement_queue")
@SecondaryTable(
		name = "order",
		pkJoinColumns = @PrimaryKeyJoinColumn(
				name = "id",
				referencedColumnName = "order_id"),
		foreignKey = @ForeignKey(name = "none", value = ConstraintMode.NO_CONSTRAINT))
public class OrderPlacementProcessStatus {
...
	@Column(table = "order", name = "order_v_id", updatable = false, insertable = false)
	private UUID orderIdV;
}

When i start application, it is try to create foreign key on table order:

alter table if exists "order" add constraint "FKbcnbso1dwhkiocq7lqhvphg77" foreign key ("id") references "order_placement_queue"

despite on

@ForeignKey(name = "none", value = ConstraintMode.NO_CONSTRAINT).

What am i doing wrong?
